Director General

Director General, Civil Services Academy, Mr. Farhan Aziz Khawaja, is a seasoned civil servant with diverse public sector experience. He joined civil services as an officer of the District Management Group, now the Pakistan Administrative Service, in 20th Common Training Programme and has worked both in Federal and the Provincial Governments. During his career spanning over thirty-two years, he held important positions like CEO SMEDA, Registrar Islamabad High Court, Additional Secretary Cabinet Division, Government of Pakistan, Director General, National Institute of Management, and Deputy Commissioner of various districts in the Punjab. In Government of the Punjab, he served as Secretary (Services), Secretary to Governor Punjab, Secretary Labour & Human Resource Department, Secretary Higher Education Department, Secretary I&C Government of the Punjab, Managing Director, Punjab Small Industries Corporation, Special Secretary (Agriculture Marketing), Agriculture Department and other various key posts in Punjab.

Mr. Farhan Aziz Khawaja did his MA in History from Punjab University Lahore and also obtained LLB degree from the University Law College, Punjab University. He also has a Diploma in Taxation Laws from Punjab University and a Diploma in WTO from Government College University, Lahore

He holds a vision for a vibrant, effective and compassionate civil service that is committed to creating public value for the benefit and welfare of the community.

He joined as the Director General, Civil Services Academy on 1st September, 2023.

Ms. Fizza Parvez Afzaal
Director (CTP)

An officer of the Pakistan Audit and Accounts Service (24th CTP), she joined service in 1996. With an experience of 27 years in the government she has worked in various accounting and auditing offices. Among other assignments, she has worked as Director General AGPR sub-office Lahore, Financial Advisor Pakistan Railways (Revenue), Director General Audit Power, Controller Military Accounts (Lahore Command), Director Audit in the office of DG Audit Postal and Telecommunication Services.  

As far as her academic credentials are concerned, she has done her M.Sc. in Public Sector Management from the London School of Economics and M.A. English Literature from Punjab University. In 2011 she was selected to audit United Nations Industrial Development Organization.  She is also an International Standards for Supreme Audit Institutions (ISSAIs) Facilitator. She has delivered courses on ISSAIs for the Commission of Audit Macau and conducted an ECOSAI Training workshop on ‘ISSAI Implementation and quality concerns’ in Turkey. She was also nominated to be part of an ICAT team to carry out gap analysis of level 4 ISSAIs of Compliance audit for SAI Pakistan.

She has also been an ardent tennis player and was the best sports woman in the Civil Services Academy.

Mohammad Asim Khan is a, Teacher, Trainer, Academician, International author, Sports enthusiast, Martial Artist, and Traveler who has devoted more than half of his life in learning, training and inspiring people. Presently, he is a chief instructor (Public Sector Management), BPS 20, in Civil Services Academy Walton, Lahore, Pakistan, which is the Premier Institute to train the Civil Servants of the country. With over 25 years of professional experience by serving in different public and private service institutions both locally and internationally across Asia, Europe and North America, Asim has trained more than 15,000 employees in Soft Skills. He holds an MBA (Masters in Business Administration) from Arkansas State University, USA followed by a numbers of training courses from different international institutes. Strategic Management, Business Policy and Public Administration are his forte.

Dr. Tasneem Zafar
Chief Instructor

Dr. Tasneem Zafar joined the Civil Services Academy of Pakistan as Chief Instructor (Economics & Public Finance) back in 2016 and since then a has remained actively engaged in teaching, research and number of other training activities. She holds a PhD degree in Economics & Public Finance from Goethe University Frankfurt, Germany and has remained a DAAD & HEC scholar during this period (2006-2011). Her post-doctoral research stay was at ZEF Institute of Development and Cultural Change, Bonn University, Germany. Inter alia, in July 2019 she has attended a short course, ‘Training of Trainers: Ambassadors of Research Evidence’ at Harvard Kennedy school, Cambridge, Massachusetts, USA.
Among important academic positions held, she has served as Chairperson Department of Economics, Government College University, Lahore (2013-2016) before joining CSA that has happened to be her own alma mater. She has participated in number of national and International Conferences and workshops organized by various Universities and institutes of Europe. She has published several research papers in national and international Impact factor journals. Additionally, she has provided her input in different national and international research projects of the World Bank, USAID and PERI, P&D Department, Government of the Punjab that later translated in to different published research reports. She has designed and taught a number of academic courses in the domain of Economics that also include the few tailored courses for civil servants namely Public Sector Economics, Economic Development and Social Change, Approaches for Poverty reduction and Strategies and SDGS and socioeconomic issues in Pakistan. She is still an active researcher and takes special interest in areas of Economic Growth and Development, Institutional Economics, Income Distribution Analysis, Public Policy, Inequality and Poverty Measurement and Analysis of Pro-poor Growth among others.

Dr. Syed Shabir Akbar Zaidi

Dr. Syed Shabbir Akbar Zaidi is an officer of Secretariat Group and he has held various assignments of field and secretariat in Federal Government. He has served as Section Officer and Deputy Secretary in various Federal Ministries. He holds a PhD Degree in Educational Leadership and Management from University of Management and Technology (UMT) Lahore. He also holds an International Master’s degree in Public Administration from SUN-YAT-SEN University, Guangzhou, China, LLB from Punjab University, Lahore and Diploma in Project Management from Pakistan Institute of Management. He has also attended number of trainings nationally and internationally. He published 04 research papers in national Y-category HEC journals and has supervised number of Bachelor and Master level thesis as visiting faculty member of different Pakistani Universities. He is a regular faculty member at the Quaid – e – Azam Academy for Educational Development, Allama Iqbal Open University, University of Management and Technology, Lahore and has delivered lectures on Public Policy, Secretariat Instructions, Rules of Business and Policy Designs at Secretariat Training Institute, Islamabad and IB Academy. He has recently completed the 31st Senior Management Course.

Presently, he is posted as Additional Director (Program & Coordination) at Civil Services Academy, Walton Campus, Lahore where he is responsible for planning, coordination and assessment of all the Common Training Programme Activities. He also conducted a domain specific MCMC training of Provincial Management Officers at PAS Campus and a training for newly inducted officers of Election Commission of Pakistan at CSA, Walton Campus. 

Mr. Qadir Nawaz

Mr. Qadir Nawaz is an officer of Inland Revenue Service from 34th CTP. He holds
Masters degree in Political Science and MBA Tax Management from Institute of
Business Administration (IBA) Karachi. He also holds a degree of Bachelor of Laws.
He has vast experience of fields postings in different Tax Offices. His main areas of
interest include politics, international affairs, taxation and sports.

Mr. Irfan Mahmood Bokhari

A career diplomat in the Foreign Service of Pakistan, Irfan Mahmood Bokhari has served, over the past fifteen years, in various positions, in the Foreign Office as well as in Pakistan Missions Abroad. He has worked, as a delegate & expert, with multilateral and other international organizations, inter-alia, the UN, OIC, UNESCO, WEF, UNODA, IPU, CCW, BTWC, UNEP, UNFCCC, OHCHR, OCHA, ICRC, INTERPOL, CERN, OECD. He is fluent in English, French, Urdu, Punjabi, & Persian.

Muhammad Ali Afzal

An officer of the Civil Services Academy, Ali Afzal has been serving at the CSA since September, 2009. He holds Master degree in Computer Science (MCS). He is looking after Information Technology infrastructure at CSA and mainly responsible for ensuring availability of audio visual facilities at the Academy.

Muhammad Bilal Akram
Additional Director (MCMC)

With an experience of 23 years of service, Mr. Muhammad Bilal Akram has served on various significant positions including, Control of Internal Audit (Defence Services of Pakistan), Director, External Audit Defence Services and Director Audit Federal Govt. Prior to joining Pakistan Audit and Account Service in 2005 he also served as Executive and Special Judicial Magistrate in Government of the Punjab.

He has been declared Master Trainer by department of the Auditor General of Pakistan for Performance Audit, Software of ACL and Financial crime management. He has contributed in development of various manuals and has imparted international training GAB, Kingdom of Saudi Arabia, China, Cambodia and Central Asia.

He did his Diploma in Financial Crime Management from CIPFA, UK, certification in Audit command Language (ACL) from UAE facility of ACL Canada. He did his masters in Political Science with specialization in International Relations and then MBA (Finance) from University of the Punjab.

Presently, he is posted as Additional Director (MCMC-PAS) at Civil Services Academy, PAS Campus, Lahore where he is working to prepare a research based decision training modules for Specialized MCMC of Pakistan Administrative Service – which is a joint venture of CSA, CPP&G (FC College) and United Nations, and already has supervised publication of Three Policy Briefs prepared by the participants of 3rd specialized MCMC.

Ms. Ammara Aamer Khattak

She has worked on different field and desk assignments in Punjab, Sindh &Khyber Pakhtunkhwa. She was the first ever female Deputy Commissioner of Khyber Pakhtunkhwa as Deputy Commissioner Attbbottabad; and, Additional Commissioner and has also remained Additional Commissioner, Hazara Division. 

Ms. Ammara Khattak has done LLB, LLM and has also remained scholar of Fulbright Leadership Programme. She was awarded the Best Fellow Award in the Comprehensive Crises Management Course 2016 from the Asia Pacific Centre for Security Studies, Hawaii, USA.

She is currently serving as Additional Director (PAS).

Ms. Fizza Shahid
Deputy Director (Admin)

Ms. Fizza is an officer of Office Management Group (OMG) (42nd CTP) and has served at Federal Secretariat at Capital Administration & Development Division, Economic Affairs Division and Revenue Division respectively. 
She is currently serving as Deputy Director (PAS) at PAS Campus.

Mr. Rehmat Wali Khan
Deputy Director (PAS)

Mr. Rehmat Wali Khan has worked his way up the education, training, research and administration industry ladders. He started off on the education side as a teacher and then spent time in Teachers’ Professional Development, Community Welfare Programmes, Human Resource Development (HRD), Project Management and Research at national and international levels. Before joining Civil Services Academy (CSA), Lahore as Deputy Director (PAS) he served as Consultant-Research with the British Council, Pakistan.Mr. Khan has recently completed MS in Project Management from COMSATS University. He also has two Master Degrees in his name: one from Australian Catholic University, Australia and the other from the University of Karachi, Pakistan.He speaks 4 languages, has travelled to 10 countries and worked in 8 countries on different short and long term assignments.
