Muhammad Bilal Akram
Director (Admin & Finance)

With an experience spanning over more than 26 years of service, Mr. Muhammad Bilal Akram is a BS- 20 officer presently serving as Director ADMN and Finance, CSA. He has also headed Mid- career Management Wing at PAS campus and under him 9 Domain Specific Mid/Career trainings for the officers of PAS were successfully conducted.
He has also served at various significant positions including, Control Local Audit (Defence Services of Pakistan), Director External Audit, Defence Services of Pakistan and Director Audit Federal Govt. Prior to joining Pakistan Audit and Account Service in 2005 he had also served for 6 years in Government of the Punjab for 6 years as Ex-PCS officer on various executive & Judicial positions including Extra Assistant Commissioner and Special Judicial Magistrate.

He has been declared Master Trainer by department of the Auditor General of Pakistan for Performance Audit, Software of ACL and Financial crime management. He has contributed in development of various manuals and has imparted international training at General Audit Bureau, Kingdom of Saudi Arabia, China, Cambodia and Central Asia.

He did his Diploma in Financial Crime Management from CIPFA, UK, certification in Audit command Language (ACL) from UAE facility of ACL Canada. He also did International certification in Performance Auditing.
He did his masters in Political Science with specialization in International Relations and then MBA (Finance) from University of the Punjab.

Ms. Samira Liaquat Khan
Additional Director (Administration)

Ms. Samira Liaquat Khan is an Information Group officer of the 44th CTP with diverse experience in the Ministry of Information and Broadcasting, having worked at the Press Information Department, Audit Bureau of Circulation, and Directorate of Electronic Media and Publications.
She holds a degree of MBA in Human Resource Management from the Institute of Business Administration, Punjab University, Lahore. She joined the Civil Services Academy in 2023 as Assistant Director Administration and has since held various roles, including Deputy Director Administration, Deputy Director for MCMC and STC, in charge of one of the academic groups of the 52nd CTP, and Course Coordinator for the German GIZ’s Social Protection course. She also handled media and PR management for CSA.
Currently, she is handling the Administration Wing of the Civil Services Academy as Additional Director Administration.

Ms. Maria Afzal
Deputy Director (CB)

An officer belonging to Office Management Group (45th Common). She held various positions in the Civil Service of Pakistan i.e. as a Section Officer in the Ministry of Industries and Production and SAFRON, Manager Commercial (National Fertilizer Marketing Limited, NFML) and an Assistant Director – Admin (PAS, CSA). She was a part of team which successfully 43rd STP of PAS officers (2020-2021), 1st Specialized MCMC Programme in PAS Campus. Moreover, she worked as an Assistant Director (T&C) in the 49th and 50th CTP and as a Deputy Director (General) during the 51st CTP in the Civil Services Academy Lahore. Her areas of expertise are research writing, public speaking, HR management.
